Oooo... I want to say Tigatron, but as to what episode... Gah! I can picture him saying it... a couple times, actually, but I can't get the episode. One of the Tigger parts? Law of the Jungle? Before the Storm? *kicks and screams* LoL Of course, if I'm wrong on the character, then I'm wrong about the rest.

By the way, that one quote that was "What is that thing?" I finally remembered who said it (not that it matters now) because it registered when I remembered the person who answered Megs:

Apparently I was taking one quote from one episode and putting it in another. I meant to put "Right here." But oh well, you still got it OOP--for it is indeed Tigatron. "Fallen Comrades" for those wondering.

Nonono, this time I am ABSOLUTELYPOSTIVELYSURE that this is correct. You just have to think outside the box, others have posted Beast Machines quotes for instance.

EDIT:

Just as a helpful hint, its not so much as what CHARACTER it is, so much as who is the voice actor.

For instance, the "Rubber ducky, you're the one..." is a perfect example.
