I would say that Megatron is a lot more clever than Tarantulas as far as battle strategy goes. But as for other cleverness, I'd say it's about equal up until they both start hunting for ways to get the codes which were on the golden disk. When it comes to that--the ultimate cleverness contest--- Megtron totally wins!
(By the way, I hate Megatron and Taratulas because they're EVIL, but they're sure smart! )
There can be no denying that Tarantulus was Megatron's chief intellectual rival amongst the Preds (meaning he caused the most trouble for him behind the scenes instead of blatantly expressing his desire to overthrow him or trying to defeat him by force). However, while Tarantulus has come close to outwitting Megatron and bringing about his downfall a number of times, Megatron was always at least one step, and more often than not, several steps ahead of old eight legs, and as such megs always foiled Tarantulus' schemes at the last second (and more often than not used his treachery to his advantage).
Megatrons says, "Even in death, that spider's treachery continues to be my greatest asset"
Megatron says, "Treachery requires no mistakes"
So yeah, I think Megatron is more clever than Tarantulus, but he's a worthy foe.
I think Tarantulas is better than Megatron at getting some clever plan started, but Tarantulas is horrible at actually finishing anything. Megatron may not be the best at getting some crazy plot started, but he is much better at catching on, adapting to the situation, and getting the plan carried out.
